The Subcommittee on Veterans Affairs of the Standing Senate Committee on Social Affairs, Science and Technology met this day at 9:30 a.m. in Room 705, Victoria Building, the Chairman, the Honourable Senator Phillips, presiding.

Members of the subcommittee present: The Honourable Senators Johnstone, Cohen, Phillips and Ruck (4).

In attendance: From the Research Branch of the Library of Parliament: Grant Purves, Research Officer.

Also in attendance: The official reporters of the Senate.

Pursuant to the Orders of Reference adopted by the Senate on November 5, 1997 and by the Standing Senate Committee on Social Affairs, Science and Technology on November 25, 1997, the subcommittee resumed its examination of the state of health care in Canada concerning veterans of war and Canadian Service persons; that the study concern itself with the availability, quality and standards of health care available to those veterans and Service persons. (See proceedings of the subcommittee dated March 26, 1998, Issue No. 9, for complete text of Order of Reference.)

Senator Cools, who had filled in as Deputy Chairman, had indicated that she would like to be replaced.

It was agreed -- That Senator Johnstone be elected Deputy Chairman.

It was agreed -- That the Chairman, Senator Johnstone and the researcher conduct a fact-finding visit to Deer Lodge in Winnipeg, Colonel Belcher Lodge in Calgary, Broadmead Lodge in Victoria, George Derby Lodge and Brock Fahrni Pavilion in Vancouver during the week of November 23, 1998.

It was agreed -- That the Chairman, Senator Johnstone and the researcher conduct a fact-finding visit to Parkwood Lodge in London, Ontario, at a date to be determined.

It was agreed -- That the subcommittee, clerk and researcher conduct a fact-finding visit to Veterans Affairs Canada in Charlottetown at a date to be determined.

It was agreed -- That the subcommittee submit a budget request of $38,630 to the Standing Committee on Social Affairs, Science and Technology.

It was agreed -- That the subcommittee undertake the communications plan including press release circulated to the subcommittee.

It was agreed -- That the steering committee (Subcommittee on Agenda and Procedure) be composed of the Chairman, the Deputy Chairman and Senator Cools.

It was agreed -- That the Chairman seek an extension of the reporting date.

The subcommittee adjourned at 9:55 a.m. to the call of the Chair.

The Subcommittee on Veterans Affairs of the Standing Senate Committee on Social Affairs, Science and Technology met this day in camera at 11:06 a.m. in Room 172-E, Centre Block, the Chairman, the Honourable Senator Phillips, presiding.

Members of the subcommittee present: The Honourable Senators Cohen, Johnstone, Phillips and Ruck (4).

In attendance: From the Research Branch of the Library of Parliament: Grant Purves, Research Officer. Mr. Lloyd Lawless, Office of the Chair; Mr. Gerald Brit, Office of the Deputy Chairman; Mr. David Newman, Communications Adviser; and Ms Françoise Crepin, Administrative Assistant.

Pursuant to the Orders of Reference adopted by the Senate on November 5, 1997 and by the Standing Senate Committee on Social Affairs, Science and Technology on November 25, 1997, the subcommittee resumed its examination of the state of health care in Canada concerning veterans of war and Canadian Service persons; that the study concern itself with the availability, quality and standards of health care available to those veterans and Service persons.

The subcommittee resumed consideration of the draft final report dealing with its examination of the state of health care in Canada concerning veterans of war and Canadian Service persons.

The Honourable Senator Johnstone moved that the report, as amended, entitled "Raising the Bar: Creating a New Standard in Veterans Health Care" be adopted.

After debate, the question being put on the motion, it was agreed.

The subcommittee adjourned at 11:59 a.m. to the call of the Chair.
