Resuming debate on the motion of the Honourable Senator Carstairs, P.C., seconded by the Honourable Senator Robichaud, P.C., for the second reading of Bill C-28, An Act to implement certain provisions of the budget tabled in Parliament on February 18, 2003.

The Bill was then read the second time.

The Honourable Senator Carstairs, P.C., moved, seconded by the Honourable Senator Robichaud, P.C., that the Bill be referred to the Standing Senate Committee on National Finance.
