The Standing Senate Committee on Social Affairs, Science and Technology met this day, at 11:04 a.m. in room 705, Victoria Building, the Chair, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Cook, Cordy, Kirby, Léger, Morin, Robertson and Roche (7).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Howard Chodos.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, February 4, 2003, the committee began its consideration of issues arising from, and developments since the tabling of its final report on the state of health care system in Canada in October 2002, in particular, issues concerning mental health and mental illness.

WITNESSES:

From the Canadian Mental Health Association — Ontario Division:

Ms. Patti Bregman, Director of Programs.

From the CN Centre for Occupational Health and Safety:

Mr. Kevin Kelloway, Director.

From the Global Business and Economic Roundtable on Addiction and Mental Health:

Mr. Rod Phillips, President and Chief Executive Officer, Warren Shepell Consultants.

From the Canadian Institutes of Health Research:

Mr. Jean-Yves Savoie, President, Advisory Board, Institute of Population and Public Health.

Jean-Yves Savoie, Rod Phillips, Kevin Kelloway and Patti Bregman each made a presentation and answered questions.

At 1:00 p.m., the committee adjourned to the call of the Chair.
