The Standing Senate Committee on Social Affairs, Science and Technology met at 4:00 p.m., this day, in room 705, Victoria Building, the Honourable Senator Wilbert J. Keon, Deputy Chair, presiding.
Members of the committee present: The Honourable Senators Callbeck, Cochrane, Cook, Fairbairn, P.C., Keon, Pépin and Trenholme Counsell (7).
Other senators present: The Honourable Senators Carstairs, P.C. and Losier-Cool (2).
In attendance: From the Library of Parliament Research Branch: Howard Chodos, Research Analyst, Political and Social Affairs Division; Tim Riordan, Analyst, Political and Social Affairs Division.
Also present: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Monday, March 7, 2005, the committee began its examination of Bill C-39, An Act to amend the Federal-Provincial Fiscal Arrangements Act and to enact An Act respecting the provision of funding for diagnostic and medical equipment.

John McKay and Robert Thibault each made a statement. Together the witnesses answered questions.
It was agreed, that the committee move to clause-by-clause consideration of Bill C-39.
It was agreed that the title stand postponed.
It was agreed that clause 1 carry.
It was agreed that clause 2 carry.
It was agreed that clauses 3 (1) and 3 (2) carry.
It was agreed that clause 4 carry.
It was agreed that clause 5 carry.
It was agreed that clause 6 carry.
It was agreed that clause 7 carry.
It was agreed that the title carry.
It was agreed that Bill C-39 be adopted without amendment.
It was agreed that the Chair report the bill at the next sitting of the Senate.
At 5:11 p.m., it was agreed that the committee adjourn to the call of the Chair.
