The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:51 a.m., in room 257, East Block, the Chair, the Honourable Donald H. Oliver, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Carstairs P.C., Joyal, P.C., Oliver, Ringuette, and Rivest (6).

In attendance: Katharine Kirkwood, Director, Law and Government Division, Margaret Young and Kristen Douglas, Analysts, Library of Parliament.

Also in attendance: The official reporters of the Senate.

It was moved by the Honourable Senator Joyal, P.C.:

That in the absence of the Honourable Senator Milne, the Honourable Senator Carstairs, P.C., be empowered to act on her behalf as Deputy Chair of the committee.

The question being put on the motion, it was adopted.

At 10:55 a.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Legal and Constitutional Affairs met this day at 7:03 p.m., in room 9, Victoria Building, the Chair, the Honourable Donald H. Oliver, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Campbell, Cools, Day, Hays, Joyal, P.C., Oliver, Ringuette, Robichaud, P.C., Stratton and Zimmer (11).

Other senators present: The Honourable Senator Banks, Moore (2).

In attendance: Katharine Kirkwood, Director, Law and Government Division, Kristen Douglas, Analyst, Library of Parliament and Till Heyde, Committee Clerk, Committees Directorate.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, June 27, 2006, the committee began its consideration of Bill C-2, An Act providing for conflict of interest rules, restrictions on election financing and measures respecting administrative transparency, oversight and accountability.

APPEARING:

It was moved by the Honourable Senator Joyal, P.C.:

That the Honourable Senator Day replace the Honourable Senator Carstairs, P.C., as Acting Deputy Chair of the committee, empowered to act in the absence of the Honourable Senator Milne.

The question being put on the motion, it was adopted.

The Minister made a statement and, with Mr. Wild, answered questions.

At 9:53 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Legal and Constitutional Affairs met this day at 1:30 p.m., in room 9, Victoria Building, the Chair, the Honourable Donald H. Oliver, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Baker, P.C., Campbell, Cools, Day, Joyal, P.C., Nolin, Oliver, Ringuette, Rivest, Robichaud, P.C. and Zimmer (12).

Ms. O'Hara made a statement and, with Mr. Chénier, Mr. Hill, Mr. O'Sullivan and Mr. Stringham, answered questions.

At 3:55 p.m., the committee suspended.

At 4:10 p.m., the committee resumed.

Mr. Kroeger and Mr. Zussman each made statements and answered questions.

At 5:22 p.m., Senator Andreychuk assumed the Chair.

At 5:25 p.m., Senator Oliver assumed the Chair.

At 6:15 p.m., the committee adjourned to the call of the Chair.
