The Standing Senate Committee on Social Affairs, Science and Technology met at 4:08 p.m., this day, in room 705, Victoria Building.

Members of the committee present: The Honourable Senators Callbeck, Cochrane, Cordy, Munson, Pépin and Trenholme Counsell (6).

In attendance: From the Library of Parliament Research Branch: Brian O'Neal, Research Analyst, Political and Social Affairs Division and Bonnie Campbell, Librarian.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, February 21, 2007, the committee continued its study on the state of early learning and child care in Canada in view of the OECD Report Starting Strong II. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 19.)

WITNESSES:

Childcare Resource and Research Unit, University of Toronto:

Martha Friendly, Coordinator.

University of New Brunswick:

Douglas Willms, Professor, Canadian Research Institute for Social Policy.

University of British Columbia:

Kevin Milligan, Professor, Department of Economics.

In the absence of the Chair, the clerk of the committee presided over the election of an acting chair.

It was moved for the meetings of June 6 and June 7, 2007 that Honourable Senator Munson be the Acting Chair.

The question being put on the motion, it was adopted.

The Honourable Senator Munson took the Chair.

Professor Milligan, Professor Friendly and Professor Willms made statements and responded to questions.

At 5:15 p.m., the committee suspended.

At 5:45 p.m., the committee resumed.

At 6:30 p.m., it was agreed that the committee adjourn to the call of the Chair.

The Standing Senate Committee on Social Affairs, Science and Technology met at 10:45 a.m., this day, in room 705, Victoria Building, the Acting Chair, the Honourable Senator Munson presiding.

Members of the committee present: The Honourable Senators Callbeck, Cochrane, Cordy, Fairbairn, P.C., Munson, Pépin and Trenholme Counsell (7).

In attendance: From the Library of Parliament Research Branch: Nancy Miller Chenier, Research Analyst, Political and Social Affairs Division and Bonnie Campbell, Librarian.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, February 21, 2007, the committee continued its study on the state of early learning and child care in Canada in view of the OECD Report Starting Strong II. Human Resources and Social Development Canada:

Shawn Tupper, Director General, Social Policy.

Social Housing Services Corporation:

Dr. Gordon Chong, Chairman; Former chairperson, Ministerial Advisory Committee on Child Care Spaces Initiative.

Mr. Tupper and Dr. Chong made statements and responded to questions.

At 12:45 p.m., pursuant to rule 92(2)(e) the committee proceeded in camera for the purpose of considering a draft agenda.

It was moved that the committee approve the witness expenses of Aisling Gogan who appeared as a witness on May 17, 2007 including the cost of Dylan Cog, caregiver to her infant child.

The question being put on the motion, it was adopted.

At 12:50 p.m., it was agreed that the committee adjourn to the call of the Chair.
