The Standing Senate Committee on Fisheries and Oceans met this day at 5:34 p.m., in room 2, Victoria Building, the chair, the Honourable Bill Rompkey, P.C., presiding.
Members of the committee present: The Honourable Senators Adams, Campbell, Cochrane, Comeau, Cowan, Hubley, Robichaud, P.C. and Rompkey, P.C. (8).
In attendance: Claude Emery, Analyst, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, November 21, 2007, the committee continued its study on issues relating to the federal government's current and evolving policy framework for managing Canada's fisheries and oceans. (For complete text of order of reference, see proceedings of the committee, issue No. 1.)

The chair made a statement.

The Standing Senate Committee on Fisheries and Oceans met this day at 5:54 p.m., in room 2, Victoria Building, the chair, the Honourable Bill Rompkey, P.C., presiding.
Members of the committee present: The Honourable Senators Adams, Cochrane, Cowan, Gustafson, Hubley, Robichaud, P.C., Rompkey, P.C. and Watt (8).
Other senator present: The Honourable Senator Baker, P.C. (1).

Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, November 21, 2007, the committee continued its study on issues relating to the federal government's current and evolving policy framework for managing Canada's fisheries and oceans. (For complete text of order of reference, see proceedings of the committee, issue No. 1.)
Pursuant to rule 92(2)(e) the committee commenced in camera to consider a draft agenda.
It was agreed that senators' staff be authorized to remain in the room during the in camera portion of the meeting.
At 6:13 p.m. the committee suspended.
At 6:14 p.m. the committee resumed in public.
The chair made a statement.
The committee considered the following draft special study budget application (federal government's current and evolving policy framework) for the fiscal year ending March 31, 2009:
Professional and Other Services $ 175,349 Transportation and Communications $ 375,858 All Other Expenditures $ 37,500 TOTAL $ 588,707
After debate, it was agreed, that the chair be authorized to seek an exemption to the competitive sourcing policy from the Standing Committee on Internal Economy, Budgets and Administration in regard to the rental of translation and interpretation equipment, as well as with respect to the charter flight transportation.
It was agreed that the chair seek permission of the Senate to extend the reporting deadline from June 27, 2008 to December 19, 2008, in relation to the special study on issues relating to the federal government's current and evolving policy framework for managing Canada's fisheries and oceans.
It was agreed that the following special study budget application (federal government's current and evolving policy framework) be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:
Professional and Other Services $ 175,349 Transportation and Communications $ 375,858 All Other Expenditures $ 37,500 TOTAL $ 588,707
At 6:17 p.m. the committee suspended.
At 6:19 p.m. the committee resumed.
