The Standing Senate Committee on National Finance met this day, at 9:30 a.m., in room 9, Victoria Building, the chair, the Honourable Joseph A. Day, presiding.

Members of the committee present: The Honourable Senators Callbeck, Chaput, Day, Di Nino, Gerstein, Mitchell, Nancy Ruth, Neufeld, Ringuette and Rivard (10).

Other senator present: The Honourable Senator Watt (1).

In attendance: Guy Beaumier and Jean-François Nadeau, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, June 16, 2009, the committee began its examination of Bill S-227, An Act to amend the Income Tax Act and the Excise Tax Act (tax relief for Nunavik).

WITNESSES:

The Honourable Senator Charlie Watt, sponsor of the bill.

Senate of Canada:

Michel Patrice, Deputy Law Clerk and Parliamentary Counsel.

As an individual:

Pascal Charron.

Arctic Consultants Inc.:

Yves Normandin, President.

Department of Finance Canada:

Sean Keenan, Senior Chief, Social Tax Policy, Personal Income Tax Division, Tax Policy Branch;

Isabelle Brault, Chief, Employment and Education, Personal Income Tax Division, Tax Policy Branch;

Rainer Nowak, Senior Chief, Sales Tax Division, General Operations and Border Issues.

The chair made a statement.

The Honourable Senator Watt and Mr. Normandin each made a statement and, with Messrs. Patrice and Charron, answered questions.

At 10:35 a.m., the committee suspended.

At 10:38 a.m., the committee resumed.

Mr. Keenan, Ms. Brault and Mr. Nowak answered questions.

At 11:22 a.m., the committee adjourned to the call of the chair.
