The Standing Senate Committee on Banking, Trade and Commerce met this day at 4:20 p.m., in room 9, Victoria Building, the chair, the Honourable Irving Gerstein, presiding.
Members of the committee present: The Honourable Senators De Bané, P.C., Gerstein, Greene, Harb, Maltais, Massicotte, Mockler, Moore, Ringuette, Smith (Saurel), Stewart Olsen and Tkachuk (12).
Other senators present: The Honourable Senators Ataullahjan and Frum (2).
In attendance: John Bulmer and Adriane Yong, Analysts, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Monday, June 11, 2012, the committee began its examination of Bill C-311, An Act to amend the Importation of Intoxicating Liquors Act (interprovincial importation of wine for personal use).
WITNESSES:
Dan Albas, Member of Parliament for Okanagan—Coquilla, Sponsor of the Bill.
Canadian Vintners Association:
Dan Paszkowski, President.
Alliance of Canadian Wine Consumers:
Shirley-Ann George, Founder.
Canadian Association of Liquor Jurisdictions:
Patrick Ford, Senior Director, Policy and Government Relations, LCBO;
Stéphane Garon, Director, Legal Services, Société des alcools du Québec (SAQ).
The chair made an opening statement.
Mr. Albas made a statement and answered questions.
At 4:45 p.m., the committee suspended.
At 4:47 p.m., the committee resumed.
The chair made a statement.
Mr. Paszkowski and Ms. George each made a statement and together answered questions.
At 5:21 p.m., the committee suspended.
At 5:23 p.m., the committee resumed.
Messrs. Ford and Garon each made a statement and, together, answered questions.
At 5:25 p.m., the Honourable Senator Tkachuk replaced the Honourable Senator Mockler as a member of the committee.
At 6:10 p.m., the committee suspended.
At 6:11 p.m., the committee resumed.
It was agreed that the committee proceed to clause-by-clause consideration of Bill C-311, An Act to amend the Importation of Intoxicating Liquors Act (interprovincial importation of wine for personal use).
It was agreed that the title stand postponed.
It was agreed that clause 1 carry.
It was agreed that the title carry.
It was agreed that the bill carry.
It was agreed that the chair report the bill without amendment to the Senate.
At 6:12 p.m., the committee adjourned to the call of the chair.
