The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, at 9:04 a.m., in room 257, East Block, the chair, the Honourable Richard Neufeld, presiding.
Members of the committee present: The Honourable Senators MacDonald, Mitchell, Neufeld, Patterson, Raine, Ringuette, Seidman, Unger and Wallace (9).
In attendance: Marc LeBlanc and Sam Banks, Analysts, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, April 16, 2012, the committee continued its examination of Bill C-47, An Act to enact the Nunavut Planning and Project Assessment Act and the Northwest Territories Surface Rights Board Act and to make related and consequential amendments to other Acts. (For complete text of the order of reference, see proceedings of the committee, Issue No. 42.)
The chair made a statement.
With leave, it was agreed that the committee, for the purposes of clause-by-clause consideration, group the clauses as set out in the Table of Provisions of the bill.
It was agreed that the committee proceed to clause-by-clause consideration of Bill C-47, An Act to enact the Nunavut Planning and Project Assessment Act and the Northwest Territories Surface Rights Board Act and to make related and consequential amendments to other Acts.
It was agreed that the title stand postponed.
It was agreed that clause 1, which contains the short title, stand postponed.
It was agreed that Part 1, containing clauses 2 to 10, carry.
It was agreed that Part 2, containing clause 11, carry.
It was agreed that the related amendments to the Yukon Surface Rights Board Act, clauses 12 to 16, carry.
It was agreed that the consequential amendments in clauses 17, 18 and 19 carry.
It was agreed that clause 20 carry.
It was agreed that the schedule carry.
It was agreed that clause 1, which contains the short title, carry.
It was agreed that the title carry.
It was agreed that the bill carry.
After debate, it was agreed that that a letter on behalf of the committee be drafted to the Minister of Aboriginal Affairs and Northern Development, for approval by the Steering Committee, to reinforce the need to find ways to properly implement the bill and to cover the costs of the registry and other initiatives required by the bill.
It was agreed that the chair report the bill to the Senate.
At 9:18 a.m., the committee adjourned to the call of the chair.
