The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:32 a.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker P.C., Batters, Boisvenu, Dagenais, Fraser, Jaffer, Joyal, P.C., McIntyre, Rivest, Runciman and White (11).

In attendance: Lyne Casavant and Julia Nicol, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 21, 2013, the committee continued its consideration of Bill C-350, An Act to amend the Corrections and Conditional Release Act (accountability of offenders). (For complete text of the order of reference, see proceedings of the committee, Issue No. 38.)

WITNESSES:

Office of the Correctional Investigator:

Howard Sapers, Correctional Investigator;

Ivan Zinger, Executive Director and General Counsel.

Canadian Association of Elizabeth Fry Societies:

Kim Pate, Executive Director.

As individuals:

Nicole Latour;

Joanne Jong.

The chair made an opening statement.

Mr. Sapers made a statement and, together with Mr. Zinger, answered questions.

At 10:42 a.m., the Honourable Senator Frum replaced the Honourable Senator Wallace as a member of the committee.

At 11:16 a.m., the committee suspended.

At 11:19 a.m., the committee resumed.

Ms. Pate made a statement and answered questions.

At 11:53 a.m., the committee suspended.

At 12:19 p.m., the committee resumed.

Ms. Latour and Ms. Jong each made a statement and answered questions.

At 1:15 p.m., the committee adjourned to the call of the chair.
