The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:39 a.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.
Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Dagenais, Fraser, Jaffer, Joyal, P.C., McIntyre, Plett, Rivest, Runciman and Seth (12).
In attendance: Lyne Casavant and Cynthia Kirby, Analysts, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, June 19, 2013, the committee began its consideration of Bill C-32, An Act to amend the Civil Marriage Act.

Lisa Hitch, Senior Counsel, Family, Children and Youth Section.
As an individual:
Brenda Cossman, Professor of Law, Director, Bonham Centre for Sexual Diversity Studies, University of Toronto (by video conference).
The chair made an opening statement.
Ms. Hitch made a statement and answered questions.
At 11:43 a.m., the committee suspended.
At 11:54 a.m., the committee resumed.
Ms. Cossman made a statement and answered questions.
At 12:33 p.m., it was agreed that the committee proceed to clause by clause consideration of Bill C-32.
It was agreed that the title stand postponed.
It was agreed that clause 1, which contains the short title, stand postponed.
It was agreed that clause 2 carry.
It was agreed that clause 3 carry.
It was agreed that clause 4 carry.
It was agreed that clause 5 carry.
