The Standing Senate Committee on National Finance met this day, at 9:05 a.m., in room 2, Victoria Building, the chair, the Honourable Joseph A. Day, presiding.

Members of the committee present: The Honourable Senators Brown, Callbeck, Day, Eaton, Eggleton, P.C., Gerstein, Marshall, Neufeld, Rivard and Runciman (10).

In attendance: John Bulmer, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 22, 2011, the committee continued its examination of Bill C-3, An Act to implement certain provisions of the 2011 budget as updated on June 6, 2011. (For complete text of the order of reference, see proceedings of the committee, Issue No. 3.)

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-3, An Act to implement certain provisions of the 2011 budget as updated on June 6, 2011.

With leave, it was agreed that the committee be allowed to group clauses by the 12 parts identified in the bill, when appropriate.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that clauses 2 to 8 carry.

It was agreed that clauses 9 to 12 carry.

It was agreed that clauses 13 and 14 carry.

It was agreed that clauses 15 and 16 carry.

It was agreed that clause 17 carry.

It was agreed that clauses 18 and 19 carry.

It was agreed that clauses 20 to 26 carry.

It was agreed that clauses 27 to 29 carry.

It was agreed that clauses 30 and 31 carry.

It was agreed that clauses 32 and 33 carry.

It was agreed that clauses 34 to 36 carry.

It was agreed that clauses 37 to 45 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the bill be reported to the Senate by the chair.

Pursuant to the order of reference adopted by the Senate on Thursday, June 9, 2011, the committee continued its examination of the expenditures set out in the Main Estimates for the fiscal year ending March 31, 2012. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

At 9:15 a.m., the committee proceeded in camera.

It was agreed that senators' staff be allowed to stay in the room.

Pursuant to rule 92(2)(f), the committee considered a draft report.

It was agreed:

That the draft report be adopted and that the chair present the report in the Senate;

That the clerk and analysts be authorized to make such changes to the report as directed by the committee; and

That the Subcommittee on Agenda and Procedure approve the final text before it is presented in the Senate.

At 9:42 a.m., the committee adjourned to the call of the chair.
