The Standing Senate Committee on Fisheries and Oceans met this day at 5:30 p.m., in room 9, Victoria Building, the chair, the Honourable Fabian Manning, presiding.

Members of the committee present: The Honourable Senators Cochrane, Harb, Hervieux-Payette, P.C., Hubley, MacDonald, Manning, Patterson, Poirier and Raine (9).

In attendance: François Côté, Analyst, Parliamentary Information and Research Services, Library of Parliament; and Ceri Au, Communications Officer, Communications Directorate of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, October 20, 2011, the committee continued its study on the management of the grey seal population off Canada's East Coast. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

WITNESSES:

Fisheries and Oceans Canada:

France Pégeot, Senior Assistant Deputy Minister, Strategic Policy;

Michael Pearson, Director General, International Affairs;

Morley Knight, Director General, Resource Management.

Foreign Affairs and International Trade Canada:

Kevin Thompson, Director, Government Procurement, Trade and Environment Division.

Some honourable senators made statements to pay tribute to Claude Emery, Analyst, Parliamentary Information and Research Services, Library of Parliament.

It was agreed:

That a letter of condolences, on behalf of the committee, be sent to Claude's family and colleagues along with the proceedings of this meeting.

At 5:38 p.m., the committee suspended.

At 5:42 p.m., the committee resumed.

Ms. Pégeot made a statement and, together with Messrs. Pearson, Knight and Thompson, answered questions.

At 7 p.m., the committee suspended.

At 7:05 p.m., pursuant to rule 92(2)(e), the committee resumed in camera to consider a draft agenda (future business).

At 7:14 p.m., the committee suspended.

At 7:16 p.m., the committee resumed in public to consider a draft budget.

After debate, it was agreed that the following special study budget application (Study on the management of the grey seal population off Canada's East Coast), for the fiscal year ending March 31, 2012, be adopted and submitted to the Standing Committee on Internal Economy, Budget and Administration:

At 7:25 p.m., the committee adjourned to the call of the chair.
