The Standing Senate Committee on Fisheries and Oceans met this day at 5:07 p.m., in room 9, Victoria Building, the chair, the Honourable Fabian Manning, presiding.
Members of the committee present: The Honourable Cochrane, Harb, Hervieux-Payette, P.C., Hubley, MacDonald, Manning, Oliver, Poirier, Poy and Raine (10).
In attendance: François Côté, Analyst, Parliamentary Information and Research Services, Library of Parliament; and Ceri Au, Communications Officer, Communications Directorate of the Senate.
Pursuant to the order of reference adopted by the Senate on Thursday, October 20, 2011, the committee continued its study on the management of the grey seal population off Canada's East Coast. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

Jeffrey Hutchings, Professor of the Department of Biology and Chair of the Royal Society of Canada Expert Panel on Sustaining Canadian Marine Biodiversity.
Mr. Hutchings made a statement and answered questions.
At 6:35 p.m., the committee suspended.
At 6:41 p.m., pursuant to the order of reference adopted by the Senate on Thursday, March 8, 2012, the committee began its study on the lobster fishery in Atlantic Canada and Quebec.
Pursuant to rule 92(2)(e), the committee resumed in camera to consider a draft agenda (future business).
At 6:51 p.m., the committee suspended.
At 6:52 p.m., the committee resumed in public to consider a draft budget.
After debate, it was agreed that the following special study budget application on the lobster fishery in Atlantic Canada and Quebec for the fiscal year ending March 31, 2013, with the adjustments reflected from this meeting and following a final review by the Senate administration that will be overseen by the Subcommittee on Agenda and Procedure, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:
