The Standing Senate Committee on Human Rights met this day, at 4 p.m. in room 160-S, Centre Block, the chair, the Honourable Mobina S. B. Jaffer, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Greene, Hubley, Jaffer, Munson, Ngo, Oh, White (8).

Other senator present: The Honourable Senator Kinsella (1).

In attendance: Julian Walker, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, October 26, 2011, the committee continued its examination of issues relating to the discrimination in the hiring and promotion practices of the Federal Public Service, to study the extent to which targets to achieve employment equity are being met, and to examine labour market outcomes for minority groups in the private sector. The chair made opening remarks.

Ms. Vreeswijk made a presentation and answered questions with Mr. Dinis.

At 5:17 p.m., the committee suspended.

At 5:20 p.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 30, 2011, the committee, which was authorized to examine and report on the issue of cyberbullying in Canada with regard to Canada's international human rights obligations under Article 19 of the United Nations Convention on the Rights of the Child and which was further authorized on Thursday, May 23, 2013 to retain all powers necessary until March 31, 2014 to publicize its findings in its report entitled: Cyberbullying Hurts: Respect for Rights in the Digital Age tabled in the Senate on December 12, 2012, considered a draft special study budget application for the fiscal year ending March 31, 2014. The Honourable Senator Andreychuk moved that the following special study budget application for the fiscal year ending March 31, 2014 to publicize the committee's report entitled: Cyberbullying Hurts: Respect for Rights in the Digital Age be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

After debate, the question being put on the motion, it was adopted.
