The Standing Senate Committee on National Security and Defence met this day at 4:01 p.m., in room 2, Victoria Building, the chair, the Honourable Pamela Wallin, presiding.

Members of the committee present: The Honourable Senators Dallaire, Day, Dawson, Finley, Lang, Manning, Nolin, Segal and Wallin (9).

In attendance: Martin Auger and Holly Porteous, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 22, 2011, the committee continued its study of Canada's national security and defence policies, practices, circumstances and capabilities.

WITNESSES:

As individuals:

Lieutenant-General (Ret'd) Andrew Leslie;

David Pratt, Member of the Advisory Council, Canadian Defence and Foreign Affairs Institute.

Lieutenant-General (Ret'd) Leslie made a statement and answered questions.

At 5:36 p.m., the committee suspended.

At 5:40 p.m., the committee resumed.

Mr. Pratt made a statement and answered questions.

At 6:33 p.m., the committee suspended.

At 6:35 p.m., the committee resumed in camera, pursuant to rule 92(2)(e), to consider its agenda (future business).

It was agreed that senators' staff be permitted to stay in the room.

It was agreed that the following budget application (National security and defence policies of Canada) for the fiscal year ending March 31, 2012 be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

Professional and other services  $ 42,000
Transportation and Communications  275,498
All Other Expenditures 18,140
TOTAL  $ 435,638

It was agreed that the following budget application (Veterans Affairs) for the fiscal year ending March 31, 2012 be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

Transportation and Communications   35,654
All Other Expenditures  3,200
TOTAL  $ 40,654

It was agreed that the order of reference regarding Veterans Affairs, adopted by the Senate on Wednesday, June 22, 2011, be delegated to the Subcommittee on Veterans Affairs.

At 7 p.m. the committee adjourned to the call of the chair.
