The Standing Senate Committee on Social Affairs, Science and Technology met this day at 10:31 a.m., in room 705, Victoria Building, the chair, the Honourable Kelvin Kenneth. Ogilvie, presiding.

Members of the committee present: The Honourable Senators Callbeck, Cordy, Demers, Dyck, Eggleton, P.C., Martin, Merchant, Ogilvie, Seidman, Seth and Verner, P.C. (11).

In attendance: Karin Phillips and Brian O'Neal, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, June 23, 2011, the committee continued its study on the progress in implementing the 2004 10-Year Plan to Strengthen Health Care. (For complete text of the order of reference, see proceedings of the committee, Issue No. 3.)

The Honourable Senator Eggleton, P.C., moved:

That the following special study budget application (2004 10-Year Plan to Strengthen Health Care) for the fiscal year ending March 31, 2013, in the amount of $ 21,500, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

Summary of Expenditures

Professional and Other Services $ 6,500
Transportation and Communications 0
All Other Expenditures 15,500
TOTAL $ 21,500

The question being put on the motion, it was adopted.

At 10:35 a.m., pursuant to the order of reference adopted by the Senate on Thursday, November 17, 2011, the committee began its study on prescription pharmaceuticals in Canada.

The Honourable Senator Seidman moved:

That the following special study budget application (prescription pharmaceuticals in Canada) for the fiscal year ending March 31, 2013, in the amount of $ 55,200, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

Summary of Expenditures

Professional and Other Services  $ 34,200
Transportation and Communications 0
All Other Expenditures 21,000
TOTAL $ 55,200

The question being put on the motion, it was adopted.

At 10:37 a.m., pursuant to rule 92(2)(f), the committee resumed in camera to consider a draft report.

Pursuant to the order of reference adopted by the Senate on Thursday, June 23, 2011, the committee continued its study on the progress in implementing the 2004 10-Year Plan to Strengthen Health Care. (For complete text of the order of reference, see proceedings of the committee, Issue No. 3.)

It was moved that the committee allow the transcription of the in camera portion of today's meeting, that one copy be kept in the office of the clerk of the committee for consultation by committee members present and the committee analysts, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure but no later than at the end of this parliamentary session.

The question being put on the motion, it was adopted.

At 11:13 a.m., pursuant to the order of reference adopted by the Senate on Thursday, November 17, 2011, the committee continued its study on social inclusion and cohesion in Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 10.).

Pursuant to rule 92(2)(f), the committee resumed in camera to consider a draft report.

It was agreed that the following special study budget application (social inclusion and cohesion in Canada) for the fiscal year ending March 31, 2013, in the amount of $ 27,600, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

Professional and Other Services $ 17,100
Transportation and Communications 0
All Other Expenditures 10,500
TOTAL $ 27,600

At 11:21 a.m., pursuant to the order of reference adopted by the Senate on Thursday, November 17, 2011, the committee continued its study on prescription pharmaceuticals in Canada.

Pursuant to rule 92(2)(e), the committee considered a draft agenda.

At 11:28 a.m., the committee adjourned to the call of the chair.
