The Standing Senate Committee on Social Affairs, Science and Technology met this day at 4:19 p.m., in room 2, Victoria Building, the chair, the Honourable Kelvin Kenneth Ogilvie, presiding.

Members of the committee present: The Honourable Senators Callbeck, Dyck, Eggleton, P.C., Martin, Mercer, Merchant, Ogilvie, Seidman, Seth, Verner, P.C., and Wallace (11).

In attendance: Karin Phillips, Analyst, Parliamentary Information and Research Service.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, May 16, 2012, the committee began its study on Bill C-288, An Act respecting the National Flag of Canada.

WITNESSES:

John Carmichael, M.P., sponsor of the bill.

Canadian Heritage:

Joël Girouard, Acting Director, State Ceremonical and Protocol.

The chair made a statement.

Mr. Girouard made a statement and answered questions.

Mr. Carmichael made a statement and, together with Mr. Girouard, answered questions.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-288, An Act respecting the National Flag of Canada.

It was agreed that title stand postponed.

It was agreed that the preamble stand postponed.

It was agreed that clause 1 stand postponed.

It was agreed that clause 2 carry.

It was agreed that clause 1 carry.

It was agreed that the preamble, carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the chair report the bill to the Senate.

At 5:03 p.m., the committee suspended.

At 5:06 p.m., the committee resumed, and, pursuant to the order of reference adopted by the Senate on Thursday, April 26, 2012, the committee began its study on Bill C-278, An Act respecting a day to increase public awareness about epilepsy.

WITNESS:

The Honourable Geoff Regan, P.C., M.P., sponsor of the bill;

The chair made a statement.

Mr. Regan made a statement and answered questions.
