The Standing Senate Committee on Foreign Affairs and International Trade met this day at 4:15 p.m., in room 160- S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Dawson, Demers, Fortin- Duplessis, Johnson, Oh, Smith, P.C. (Cobourg), Tannas and Verner, P.C. (10).
In attendance: Natalie Mychajlyszyn and André Léonard, Analysts, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, November 5, 2013, the committee began its study on the subject-matter of those elements contained in Divisions 4 and 16 of Part 3 of Bill C-4, a second Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures.

The chair made an opening statement.
Ms. Imrie and Ms. Welbourne each made a statement and, together with Ms. Dikranian and Messrs. McNamee, Lamarche and Carruthers, answered questions.
At 5:25 p.m., the committee adjourned to the call of the chair.
