The Standing Senate Committee on Foreign Affairs and International Trade met this day, at 4:22 p.m., in room 9, Victoria Building, the chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Dawson, Demers, Fortin- Duplessis, Housakos, Oh, Smith, P.C. (Cobourg) and Verner, P.C. (9).

In attendance: Natalie Mychajlyszyn and André Léonard, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 5, 2013, the committee continued its study on the subject-matter of those elements contained in Divisions 4 and 16 of Part 3 of Bill C-4, A second Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures. (For the complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

Ministry of Business, Innovation and Employment, Government of New Zealand (by video conference):

Christine Hyndman, Manager, Immigration Policy;

Sam Foley, Senior Advisor, Immigration Policy;

Fraser Richards, Senior Sollicitor.

Ms. Hyndman made a statement, and together with Messrs. Foley and Richards, answered questions.

At 4:35 p.m., pursuant to the order of reference adopted by the Senate on Thursday, November 21, 2013, the committee began its study on economic and political developments in the Republic of Turkey, their regional and global influences, the implications for Canadian interests and opportunities, and other related matters.

The committee began its consideration of a draft report.

It was agreed that the draft report be adopted.

At 4:40 p.m., the committee resumed its study on the subject-matter of those elements contained in Divisions 4 and 16 of Part 3 of Bill C-4, A second Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures.

Ms. Hyndman and Messrs. Foley and Richards answered questions.

At 5:07 p.m., pursuant to rule 12-16(1)(d), the committee proceeded in camera to consider a draft report.

It was agreed that senators' staff be allowed to stay in the room.

At 5:24 p.m., the committee adjourned to the call of the chair.
