The Standing Senate Committee on Aboriginal Peoples met this day at 9:38 a.m., in room 160-S, Centre Block, the chair, the Honourable Dennis Glen Patterson, presiding.
Members of the committee present: The Honourable Senators Beyak, Dyck, Meredith, Moore, Ngo, Patterson, Raine, Sibbeston, Tannas and Wallace (10).
In attendance: Julie Cool and Martha Butler, Analysts, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, February 25, 2014, the committee continued its consideration of the challenges and potential solutions relating to First Nations infrastructure on reserves. (For complete text of the order of reference, see proceedings of the committee, Issue No. 4.)

At 10:51 a.m., the committee suspended.
At 11 a.m., the committee resumed.
Pursuant to the order of reference adopted by the Senate on Thursday, February 27, 2014, the committee continued its consideration of Bill C-9, An Act respecting the election and term of office of chiefs and councillors of certain First Nations and the composition of council of those First Nations.
It was agreed that the committee proceed to clause-by-clause consideration of Bill C-9, An Act respecting the election and term of office of chiefs and councillors of certain First Nations and the composition of council of those First Nations.
It was agreed that the title stand postponed.

After debate, it was agreed that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the observations being appended to the report, taking into consideration today's discussion, and with any necessary editorial, grammatical or translation changes as required.
It was agreed that the chair report the bill to the Senate, with observations.
At 11:15 a.m., it was agreed that the committee adjourn to the call of the chair.
