The Standing Senate Committee on Banking, Trade and Commerce met this day at 12:07 p.m., in room 9, Victoria Building, the chair, the Honourable Irving Gerstein, presiding.

Members of the committee present: The Honourable Senators Buth, Campbell, Gerstein, Greene, Hervieux-Payette, P.C., Maltais, Massicotte, Nancy Ruth, Ngo, Ringuette and Rivard (11).

In attendance: Adriane Yong and Brett Stuckey, Analysts, Parliamentary Information and Research Service, Library of Parliament; Mona Ishack, Communications Officer, Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, December 3, 2013, the committee began its examination on the ability of individuals to establish a registered disability savings plan (RDSP), with particular emphasis on legal representation and the ability of individuals to enter into a contract.

APPEARING:

The Honourable Kevin Sorenson, P.C., M.P., Minister of State for Finance.

WITNESSES:

Miodrag Jovanovic, Director, Personal Income Tax, Tax Policy Branch;

Lesley Taylor, Chief, Social Tax Policy, Tax Policy Branch.

The chair made a statement.

A point of order was raised concerning the chairmanship of the committee and the chair ruled that the point of order was out of order.

Minister Sorenson made a statement and, together with Mr. Jovanovic and Ms. Taylor, answered questions.

At 1 p.m., the committee adjourned to the call of the chair.
