The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 5:01 p.m., in room 2, Victoria Building, the chair, the Honourable Richard Neufeld presiding.

Members of the committee present: The Honourable Senators Black, Boisvenu, Frum, MacDonald, Massicotte, Mitchell, Neufeld, Patterson, Ringuette, Seidman, Sibbeston and Wallace (12).

In attendance: Sam Banks and Marc Leblanc, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 5, 2013, the committee began its examination the subject-matter of those elements contained in Divisions 7 and 14 of Part 3 of Bill C-4, A second Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures.

WITNESSES:

Department of Finance Canada:

Leah Anderson, General Director, Economic Development and Corporate Finance Branch;

Soren Halverson, Senior Chief, Corporate Finance and Asset Management.

Natural Resources Canada:

Tim Gardiner, Director Petroleum Resources Branch.

Wildsight:

John Bergenske, Executive Officer (by video conference).

Ms. Anderson made a statement and, together with Mr. Halverson and Mr. Gardiner, answered questions.

At 5:52 p.m., the committee suspended.

At 5:55 p.m., the committee resumed.

The chair made a statement.

Mr. Bergenske made a statement and answered questions.

The chair made a statement.

The Honourable Senator Black moved:

That the committee adopt the revised draft first report, prepared in accordance with rule 12-26(2).

The question being put on the motion, it was adopted.

At 6:14 p.m., the committee adjourned to the call of the chair.
