The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 8:02 a.m., in room 257, East Block, the chair, the Honourable Richard Neufeld, presiding.
Members of the committee present: The Honourable Senators Black, Boisvenu, MacDonald, Massicotte, Mitchell, Neufeld, Patterson, Ringuette, Seidman and Wallace (10).
In attendance: Sam Banks and Marc LeBlanc, Analysts, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, May 28, 2014, the committee continued its examination of Bill C-5, An Act to amend the Canada-Newfoundland Atlantic Accord Implementation Act, the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Act and other Acts and to provide for certain other measures.

Susan Gover, Legal Counsel.
Canada-Nova Scotia Offshore Petroleum Board:
Stuart Pinks, Chief Executive Officer.

Kyle Buott, Secretary-Treasurer (by video conference).
The chair made a statement.
Mr. Tessier and Mr. Pinks each made a statement and, together with Ms. Gover, answered questions.
At 9:08 a.m., the committee suspended.
At 9:12 a.m., the committee resumed.
