The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 9:02 a.m., in room 257, East Block, the chair, the Honourable Richard Neufeld, presiding.

Members of the committee present: The Honourable Senators Black, Boisvenu, MacDonald, Massicotte, Mitchell, Neufeld, Patterson, Ringuette, Rivard and Seidman (10).

In attendance: Marc LeBlanc and Sam Banks, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, December 4, 2014, the committee continued its examination on Bill C-22, An Act respecting Canada's offshore oil and gas operations, enacting the Nuclear Liability and Compensation Act, repealing the Nuclear Liability Act and making consequential amendments to other Acts. (For complete text of the order of reference, see proceedings of the committee, Issue No. 21.)

The chair made a statement.

It was agreed that the committee proceed to clause-by-clause for consideration of Bill C-22, An Act respecting Canada's offshore oil and gas operations, enacting the Nuclear Liability and Compensation Act, repealing the Nuclear Liability Act and making consequential amendments to other Acts.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed, with leave, that the balance of the clauses in the bill be grouped together by parts, for the purpose of clause-by-clause consideration.

It was agreed that Part 1, clauses 2 to 119, carry.

It was agreed, on division, that Part 2, clauses 133 to 163, carry.

It was agreed that the Schedules 1 to 4 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the chair report the bill without amendment to the Senate.

At 9:06 a.m., the committee adjourned to the call of the chair.
