The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 5:24 p.m., in room 257, East Block, the chair, the Honourable Richard Neufeld, presiding.
Members of the committee present: The Honourable Senators Black, Boisvenu, MacDonald, Massicotte, Mitchell, Neufeld, Ringuette and Seidman (8).
In attendance: Marc LeBlanc and Sam Banks, Analysts, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Thursday, May 14, 2015, the committee continued its examination of Bill C-46, An Act to amend the National Energy Board Act and the Canada Oil and Gas Operations Act. (For complete text of the order of reference, see proceedings of the committee, Issue No. 29.)

The chair made a statement.
Mr. Alexis made a statement and, together with Mr. Wuttke, answered questions.
At 6:09 p.m., the committee suspended.
At 6:12 p.m., pursuant to the order of reference adopted by the Senate on Tuesday, March 4, 2014, the committee resumed in camera to continue its study on non-renewable and renewable energy development including energy storage, distribution, transmission, consumption and other emerging technologies in Canada's three northern territories. (For complete text of the order of reference, see proceedings of the committee, Issue No. 10.)
Pursuant to rule 12-16(1)(d), the committee considered a draft report.
It was agreed that the committee allowed the recording of the in camera portions of today's meeting, that one copy be kept in the office of the clerk of the committee for consultation by committee members (present) and by the committee analysts, and that the recording be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedures, but no later than at the end of this parliamentary session.
After debate, it was agreed:
That the draft report be adopted;
That the Subcommittee on Agenda and Procedure be authorized to make revisions without altering the intent of the text and to approve the final text; and
That the chair be authorized to table the report in the Senate at the earliest opportunity.
At 6:25 p.m., the committee adjourned to the call of the chair.
