The Standing Senate Committee on Legal and Constitutional Affairs met at 4:51 p.m. this day, in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Dagenais, Frum, McIntyre, Rivest, Runciman and Wells (9).

In attendance: Robin MacKay and Caroline Sauvé, analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 4, 2014, the committee began its study of Bill S-2, An Act to amend the Statutory Instruments Act and to make consequential amendments to the Statutory Instruments Regulations.

WITNESSES:

Philippe Hallée, Chief Legislative Counsel;

Patricia Pledge, Senior Counsel, Advisory and Development Services Section.

The chair made an opening statement.

The Honourable Senator Baker, P.C., moved:

That a list of witnesses who appeared before the committee, along with a list of all briefs, documents and testimony received during the 1st session of the 41st Parliament on Bill S-12, An Act to amend the Statutory Instruments Act and to make consequential amendments to the Statutory Instruments Regulations, by the Standing Senate Committee on Legal and Constitutional Affairs, be appended to the official minutes of this committee proceeding.

The question being put on the motion, it was adopted.

Mr. Hallée made a statement and answered questions.

At 5:07 p.m. it was agreed that committee proceed with clause by clause consideration of Bill S-2, An Act to amend the Statutory Instruments Act and to make consequential amendments to the Statutory Instruments Regulations.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that clause 4 carry.

It was agreed that clause 1, which contains the short title carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed to append observations to the report.

It was agreed that the chair report the bill, with observations, to the Senate.

At 5:08 p.m., the committee adjourned to the call of the chair.
