The Standing Senate Committee on Legal and Constitutional Affairs met at 10:30 a.m. this day, in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Dagenais, Frum, Jaffer, Joyal, P.C., MacDonald, McInnis, McIntyre, Plett and Runciman (12).

In attendance: Robin MacKay and Julian Walker, analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, May 15, 2014, the committee continued its study of Bill C-489, An Act to amend the Criminal Code and the Corrections and Conditional Release Act (restrictions on offenders).

WITNESS:

Parole Board of Canada:

Harvey Cenaiko, Chairperson.

The chair made an opening statement.

Mr. Cenaiko made a statement and answered questions.

At 11:30 a.m., it was agreed that committee proceed with clause by clause consideration of Bill C-489, An Act to amend the Criminal Code and the Corrections and Conditional Release Act (restrictions on offenders).

It was agreed that the title stand postponed.

It was agreed that clause 1 carry.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that clause 4 carry.

It was agreed that clause 5 carry.

It was agreed that clause 6 carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the chair report the bill to the Senate.

At 11:44 a.m., the committee resumed with the deputy chair, the Honourable Senator Baker, P.C., in the chair.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 4, 2014, the committee began its study of Bill S-221, An Act to amend the Criminal Code (assaults against public transit operators).

WITNESSES:

The Honourable Senator Bob Runciman, sponsor of the bill.

Metro Vancouver Transit:

Neil Dubord, Chief Officer.

The deputy chair made an opening statement.

The Honourable Senator Runciman and Mr. Dubord each made a statement and answered questions.

At 12:26 p.m., the committee adjourned to the call of the chair.
