The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:16 p.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Cowan, Dagenais, Fraser, McInnis, McIntyre, Plett, Runciman and White (11).

In attendance: Julian Walker; and Christine Morris, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, February 3, 2015, the committee began its examination of Bill C-47, An Act to correct certain anomalies, inconsistencies and errors and to deal with other matters of a non-controversial and uncomplicated nature in the Statutes of Canada and to repeal certain provisions that have expired, lapsed or otherwise ceased to have effect.

The chair made an opening statement.

It was agreed that committee proceed with clause by clause consideration of Bill C-47, An Act to correct certain anomalies, inconsistencies and errors and to deal with other matters of a non-controversial and uncomplicated nature in the Statutes of Canada and to repeal certain provisions that have expired, lapsed or otherwise ceased to have effect.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed, with leave, that the remainder of the clauses be grouped according to the parts of the bill as described in the Table of Provisions.

It was agreed that Part 1, containing clauses 2-171 carry.

It was agreed that Part 2, containing clause 172 carry.

It was agreed that Part 3, containing clauses 173-176 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry, on division.

After debate, it was agreed to append observations to the committee's report on Bill C-47.

It was agreed that the chair report the bill, with observations, to the Senate.

At 4:26 p.m., pursuant to the order of reference adopted by the Senate on October 9, 2014, the committee continued its consideration of Bill C-479, An Act to amend the Corrections and Conditional Release Act (fairness for victims). (For complete text of the order of reference, see proceedings of the committee, Issue No.25.)

It was agreed that committee proceed with clause by clause consideration of Bill C-479, An Act to amend the Corrections and Conditional Release Act (fairness for victims).

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that clause 4 carry.

It was agreed that clause 5 carry.

It was agreed that clause 6 carry.

The chair asked whether clause 7 shall carry.

The Honourable Senator Baker, P.C., moved that clause 7 not carry.

After debate, it was agreed that clause 7 carry, on division.

It was agreed that clause 8 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry, on division.

It was agreed that the chair report the bill to the Senate.

At 4:46 p.m., the committee adjourned to the call of the chair.
