The Standing Senate Committee on Legal and Constitutional Affairs met this day at 6:33 p.m., in room 356-S, Centre Block, the chair, the Honourable Bob Runciman, presiding.
Members of the committee present: The Honourable Senators Baker, P.C., Batters, Beyak, Hervieux-Payette, P.C., Jaffer, Joyal, P.C., LeBreton, P.C., McIntyre, Plett, Runciman, Wells and White (12).
In attendance: Tanya Dupuis and Maxime Charron-Tousignant, Analysts, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Thursday, June 4, 2015, the committee continued its examination of Bill C-42, An Act to amend the Firearms Act and the Criminal Code and to make a related amendment and a consequential amendment to other Acts.

The chair made an opening statement.
The Honourable Senator Joyal, P.C., moved that the letter received from the Government of Québec be appended to the minutes of proceedings of the committee. (See appendix, p. 33:180.)
The question being put on the motion, it was adopted.
The witnesses answered questions.
It was agreed to proceed to clause-by-clause consideration of Bill C-42.
It was agreed that the title stand postponed.
It was agreed that clause 1, which contains the short title stand postponed.
It was agreed, with leave, to group the remaining clauses in groups of 10.
It was agreed that clauses 2 to 10 carry, on division.
It was agreed that clauses 11 to 20 carry, on division.
It was agreed that clauses 21 to 30 carry, on division.
It was agreed that clauses 31 to 38 carry, on division.
It was agreed that clause 1, which contains the short title, carry.
It was agreed that the title carry.
It was agreed that the bill carry on the following vote:
