The Standing Senate Committee on Fisheries and Oceans met in camera this day at 5:10 p.m., in room 505, Victoria Building, the chair, the Honourable Fabian Manning, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Beyak, Enverga, Hubley, Manning, Martin, McInnis, Poirier, Raine, Robichaud, P.C., and Wells (11).

In attendance: Odette Madore, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 20, 2013, the committee began its consideration of Bill S-3, An Act to amend the Coastal Fisheries Protection Act.

Pursuant to rule 12-16(1)(d), the committee considered a draft agenda (future business).

After debate, it was agreed:

That the Minister of Fisheries and Oceans and departmental officials be invited to appear before the committee on Bill S-3, An Act to amend the Coastal Fisheries Protection Act.

At 5:27 p.m., pursuant to rule 12-16(1)(d), the committee considered a draft agenda (future business).

After debate, it was agreed:

That the chair be authorized to seek authority from the Senate for the following order of reference:

That the Standing Senate Committee on Fisheries and Oceans be authorized to examine and to report on issues relating to the federal government's current and evolving policy framework for managing Canada's fisheries and oceans;

That the papers and evidence received and taken and work accomplished by the committee on this subject during the First Session of the Forty-First Parliament be referred to the committee; and

That the committee report from time to time to the Senate, but no later than June 30, 2015, and that the committee retain all powers necessary to publicize its findings for 180 days after the tabling of the final report.

After debate, it was agreed:

That the Minister of Fisheries and Oceans and departmental officials be invited to appear before the committee on issues relating to the federal government's current and evolving policy framework for managing Canada's fisheries and oceans.

That the chair be authorized to seek authority from the Senate for the following order of reference:

That the Standing Senate Committee on Fisheries and Oceans be authorized to examine and report on the regulation of aquaculture, current challenges and future prospects for the industry in Canada; and

That the papers and evidence received and taken and work accomplished by the committee on this subject during the First Session of the Forty-First Parliament be referred to the committee; and

That the committee report from time to time to the Senate, but no later than June 30, 2015, and that the committee retain all powers necessary to publicize its findings for 180 days after the tabling of the final report.

After debate, it was agreed:

That the Minister of Fisheries and Oceans and departmental officials be invited to appear before the committee on issues relating to the regulation of aquaculture, current challenges and future prospects for the industry in Canada.

After debate, it was agreed:

That the chair be authorized to request a complete and detailed response from the government to the Seventh Report of the Standing Senate Committee on Fisheries and Oceans, entitled: The Sustainable Management of Grey Seal Populations: A Path Toward the Recovery of Cod and other Groundfish Stocks, tabled in the Senate on October 23, 2012, during the First Session of the Forty-first Parliament, and adopted on April 24, 2013, with the Minister of Fisheries and Oceans being identified as minister responsible for responding to the report, in consultation with the Minister of Health.

After debate, it was agreed:

That the chair be authorized to request a complete and detailed response from the government to the Tenth Report of the Standing Senate Committee on Fisheries and Oceans, entitled: The Lobster Fishery: Staying on Course, tabled in the Senate on May 28, 2012, during the First Session of the Forty-first Parliament, and adopted on May 30, 2013, with the Minister of Fisheries and Oceans being identified as minister responsible for responding to the report.

At 6:05 p.m., the committee adjourned to the call of the chair.
