The Standing Senate Committee on Fisheries and Oceans met this day at 5:33 p.m., in room 505, Victoria Building, the chair, the Honourable Fabian Manning, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Cordy, Hervieux-Payette, P.C., Lovelace Nicholas, Manning, McInnis, Meredith, Poirier, Raine, Stewart Olsen and Wells (11).

In attendance: Odette Madore, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

The committee considered a draft agenda (future business).

The chair made a statement.

It was agreed:

That the Honourable Senator Hervieux-Payette, P.C., appear as a witness with respect to Bill S-224.

It was agreed:

That Mr. Greg Kerr, M.P., be invited to appear as a witness with respect to Bill C-555 on Tuesday, June 9, 2015, and that the committee proceed with clause-by-clause consideration of the Bill following his appearance.

It was agreed:

That the committee allow the transcription of the in camera portion of this meeting, that one copy be kept in the office of the clerk of the committee for consultation by committee members present or by the committee analyst, and

That the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than the end of this parliamentary session.

At 5:40 p.m., pursuant to the order of reference adopted by the Senate on Thursday, April 2, 2015, the committee began its consideration of Bill S-224, An Act respecting National Seal and Seafood Products Day.

WITNESS:

The Honourable Senator Céline Hervieux-Payette, P.C., sponsor of the bill.

The Honourable Senator Hervieux-Payette, P.C., made a statement and answered questions.

It was agreed that the committee proceed to clause-by-clause consideration of Bill S-224, An Act respecting National Seal and Seafood Products Day.

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

The chair asked whether clause 2 shall carry.

The Honourable Senator Wells moved:

That Bill S-224 be amended in clause 2, on page 3, by replacing line 3 with the following: ""National Seal Products Day''.''.

After debate, the question being put on the motion in amendment, it was adopted.

It was agreed that clause 2, as amended, carry.

The chair asked whether clause 3 shall carry.

The Honourable Senator Wells moved:

That Bill S-224 be amended in clause 3, on page 3, by replacing lines 4 and 5 with the following: "3. For greater certainty, National Seal Products Day is not a legal holiday or a''.

After debate, the question being put on the motion in amendment, it was adopted.

It was agreed that clause 3, as amended, carry.

The chair asked whether clause 1, which contains the short title, shall carry.

The Honourable Senator Wells moved:

That Bill S-224 be amended in clause 1, on page 2, by replacing lines 35 with the following: "Products Day Act.''.

After debate, the question being put on the motion in amendment, it was adopted.

It was agreed that clause 1, which contains the short title, as amended, carry.

The chair asked whether the preamble shall carry.

The Honourable Senator Wells moved:

That Bill S-224 be amended in the preamble, on page 2, by replacing line 30 with the following: "Seal Products Day;''.

After debate, the question being put on the motion in amendment, it was adopted.

It was agreed that the preamble, as amended, carry.

The chair asked whether the title shall carry.

The Honourable Senator Wells moved:

That Bill S-224 be amended by replacing the long title with the following: "An Act respecting National Seal Products Day''.

After debate, the question being put on the motion in amendment, it was adopted.

It was agreed that the title, as amended, carry.

It was agreed that the bill, as amended, carry.

It was agreed that the chair report the bill, as amended, to the Senate.

It was agreed that the committee proceed in camera, pursuant to rule 12-16(1)(d), for the consideration of a draft report.

At 6:08 p.m., the committee suspended.

At 6:13 p.m., the committee resumed, pursuant to the order of reference adopted by the Senate on Monday, December 9, 2013, the committee continued its study on the regulation of aquaculture, current challenges and future prospects for the industry in Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

It was moved:

That the committee adopt Volume 3 of its report on the regulation of aquaculture, current challenges and future prospects for the industry in Canada and that the Subcommittee on Agenda and Procedure be authorized to approve the final version of the report, as well as the executive summary, taking into account the changes discussed today.

The question being put on the motion, it was adopted.

At 7 p.m., the committee adjourned to the call of the chair.
