The Standing Committee on Rules, Procedures and the Rights of Parliament met this day at 9:34 a.m., in room 356- S, Centre Block, the chair, the Honourable Vernon White, presiding.

Members of the committee present: The Honourable Senators Batters, Doyle, Fortin-Duplessis, Fraser, Jaffer, Joyal, P.C., Martin, Nolin, Smith P.C. (Cobourg), Tkachuk and White (11).

In attendance: Dara Lithwick, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to rule 12-7(2)(c), the committee began its consideration of the orders and practices of the Senate and the privileges of Parliament.

The Honourable Senator Nolin, on behalf of the Honourable Senator Furey, Chair of the Subcommittee on Parliamentary Privilege, tabled the first report of subcommittee, entitled A Matter of Privilege: A Discussion Paper on Canadian Parliamentary Privilege in the 21st Century.

It was agreed that the report be appended to the minutes of today's meeting.

It was agreed that the members of the subcommittee on Parliamentary Privilege and members of the Subcommittee on Agenda and Procedure meet to further consider the report.

At 9:40 a.m., the committee adjourned to the call of the chair.
