The Standing Senate Committee on Social Affairs, Science and Technology met this day at 4:14 p.m., in room 2, Victoria Building, the chair, the Honourable Kelvin Kenneth Ogilvie, presiding.

Members of the committee present: The Honourable Senators Chaput, Cordy, Eaton, Eggleton, P.C., Enverga, Nancy Ruth, Ogilvie, Seidman, Seth and Stewart Olsen (10).

In attendance: Sonya Norris and Sandra Elgersma, Analysts, Parliamentary Information and Research Service.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, April 9, 2014, the committee began its study of the subject matter of those elements contained in Divisions 11, 17, 20, 27 and 30 of Part 6 of Bill C-31, An Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures.

WITNESSES:

Citizenship and Immigration Canada:

Maia Welbourne, Acting Director General, Strategic Policy and Planning;

David Manicom, Director General, Immigration Branch.

Employment and Social Development Canada:

Alexis Conrad, Director General, Temporary Foreign Worker Program.

The chair made a statement.

Ms. Welbourne, Mr. Manicom and Mr. Conrad each made a statement and, together, answered questions.

At 5:45 p.m., the committee adjourned to the call of the chair.
