The Standing Senate Committee on Transport and Communications, to which was referred Bill C-3, An Act to enact the Aviation Industry Indemnity Act; to amend the Aeronautics Act, the Canadian Marine Act, the Marine Liability Act and the Canada Shipping Act, 2001; and to make consequential amendments to other acts, met this day at 6:45 p.m., in public, to give clause-by-clause consideration to the bill; and in camera for the consideration of a draft report on the subject matter of those elements contained in Divisions 2, 6, 10, 11, 16, and 21 of Part 4 of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures.

The Chair: Honourable senators, today we are dealing with Bill C-3, An Act to enact the Aviation Industry Indemnity Act, to amend the Aeronautics Act, the Canada Marine Act, the Marine Liability Act and the Canada Shipping Act, 2001 and to make consequential amendments to other Acts.

Honourable colleagues, we are at the clause-by-clause step of the meeting, and we have an option. We have 75 clauses, but if you agree with the chair and you accept the fact that the chair regroup the clauses according to the bills as they are being amended, instead of having 77 resolutions to go through, we would go through seven parts of the bill. Senator Plett doesn't agree?

Senator Plett: Senator Plett so moves.

The Chair: I suppose Senator Eggleton will contradict Senator Plett.

Senator Plett: Senator Eggleton will now agree.

Senator Eggleton: I had about an hour's speech on each of these sections, but I've decided that if you want to do them all at once, you can do so.

The Chair: Honourable senators, as you know, the committee's normal practice is to review and adopt each clause on its own. This bill contains several different acts. Do you agree that clause 1, with the title, be put aside for now?

Hon. Senators: Agreed.

The Chair: Part 1 contains clauses 2 to 9 and deals with the proposed aviation industry indemnity act. We have specialists in the room and you can ask them questions, or if you want, we can agree.

Hon. Senators: Agreed.

The Chair: Part 2 contains clauses 10 to 26 and deals with the Aeronautics Act.

Hon. Senators: Agreed.

The Chair: Part 3 contains clause 27 and deals with the Canada Marine Act.

Hon. Senators: Agreed.

The Chair: Part 4 contains clauses 28 to 57 and deals with the Marine Liability Act.

Hon. Senators: Agreed.

The Chair: Part 5 contains clauses 58 to 78 and deals with the Canada Shipping Act, 2001.

Hon. Senators: Agreed.

The Chair: Clause 79 deals with the date of coming into force?

Hon. Senators: Agreed.

The Chair: If members agree, we would now pass the title. Shall the title carry?

Hon. Senators: Agreed.

The Chair: Shall the bill carry?

Hon. Senators: Agreed.

Daniel Charbonneau, Clerk of the Committee: There is also a schedule to the bill.

The Chair: Sorry. Shall the schedule carry?

Hon. Senators: Agreed.

The Chair: Are there any new clauses that somebody wants to propose?

Senator Plett: No.

The Chair: Shall the bill, as amended or not amended, obviously, carry?

Hon. Senators: Agreed.

The Chair: Does the committee agree that we append observations, or are we okay with the bill as adopted?

Senator Plett: No observations.

Senator Eggleton: I don't have any.

The Chair: Shall I report the bill to the Senate as quickly as possible?

Hon. Senators: Agreed.

The Chair: Agreed. The bill is adopted.

Senator Plett: Hear, hear.

The Chair: We have a second item on the agenda, and it's in camera. You can stay. Feel quite at ease, everybody from Transport Canada, if you want, but we have to ask permission from the senators for you to stay. If you don't insist, we can free you as of now.

Senator Plett: I see they are all real anxious to go to their next meeting.

The Chair: If members agree, we'll go in camera with the staff present.

Hon. Senators: Agreed.
