The Standing Senate Committee on Transport and Communications has the honour to table its

EIGHTH REPORT

Your committee, which was authorized to examine the subject matter of those elements contained in Divisions 2, 6, 10, 11, 16, and 21 of Part 4 of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures, has, in obedience to its order of reference of Thursday, October 30, 2014, examined the said subject matter and now reports as follows:

The committee heard 14 witnesses between November 18 and 25, 2014 and received nine briefs. Based on the evidence heard and the briefs received, the committee makes the following observations:

Division 2 of Part 4 of Bill C-43 seems to have had a mixed reception. Some witnesses, including the Canadian Owners and Pilots Association, expressed concerns about the consultation process that led to the development of the amendments to the Aeronautics Act proposed by this division. The committee also notes that regulations that will implement the amendments to the Aeronautics Act proposed by this division will have to allow the municipalities to express their concerns about the development or expansion of aerodromes or any changes to their operation.

Division 6 of Part 4 of Bill C-43 seems to have been well received.

Division 10 of Part 4 of Bill C-43 seems to have been well received.

Division 11 of Part 4 of Bill C-43 seems to have been well received.

Division 16 of Part 4 of Bill C-43 seems to have been well received.

Division 21 of Part 4 of Bill C-43 seems to have been well received.
