The Standing Senate Committee on Foreign Affairs and International Trade met this day at 4:20 p.m., in room 160- S, Centre Block, the chair, the Honourable Raynell Andreychuk, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Beyak, Cools, Downe, Eaton, Housakos, Ngo and Oh (9).
Other senator present: The Honourable Senator Black (1).
In attendance: Natalie Mychajlyszyn and Pascal Tremblay, Analysts, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on November 3, 2016, the committee began its consideration of Bill C-13, An Act to amend the Food and Drugs Act, the Hazardous Products Act, the Radiation Emitting Devices Act, the Canadian Environmental Protection Act, 1999, the Pest Control Products Act and the Canada Consumer Product Safety Act and to make related amendments to another Act.

Sara Neamtz, Acting Executive Director, Legislative Governance, Environmental Protection Branch.
The chair made a statement.
Mr. Usher made a statement and, together with Mr. Flint and Ms. Dayman-Rutkus, answered questions.
At 5:12 p.m., the committee adjourned to the call of the chair.
