The Standing Senate Committee on Foreign Affairs and International Trade met this day at 4:18 p.m., in room 9, Victoria Building, the chair, the Honourable Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Cools, Cordy, Dawson, Downe, Eaton, Housakos, Ngo, Oh and Poirier (11).

Other senator present: The Honourable Senator Lankin, P.C. (1).

In attendance: Natalie Mychajlyszyn, Pascal Tremblay, Karine Azoulay and Alexandra Smith, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, January 27, 2016, the committee continued its study on foreign relations and international trade generally. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

The chair made a statement.

The chair provided the committee with a document entitled: Record of Information: A visit to Espacio Memoria y Derechos Humanos (Memory and Human Rights Space)

It was agreed that a copy of the document be sent to the Standing Senate Committee on Human Rights.

At 4:25 p.m., the deputy chair, the Honourable Senator Downe, took the chair.

Pursuant to the order of reference adopted by the Senate on Thursday, November 17, 2016, the committee began its consideration of Bill S-226, An Act to provide for the taking of restrictive measures in respect of foreign nationals responsible for gross violations of internationally recognized human rights and to make related amendments to the Special Economic Measures Act and the Immigration and Refugee Protection Act.

WITNESS:

The Honourable Senator Raynell Andreychuk, sponsor of the bill.

The deputy chair made a statement

The Honourable Senator Andreychuk made a statement and answered questions.

At 5:29 p.m., it was agreed that the list of witnesses who appeared before the committee on March 10, 2016 and May 18, 2016, along with the list of all briefs, documents and testimony received for those meeting days, by the Standing Senate Committee on Foreign Affairs and International Trade, be appended to the official minutes of this committee proceeding.

At 5:30 p.m., the committee adjourned to the call of the deputy chair.
