The Standing Senate Committee on Aboriginal Peoples met this day at 8:58 a.m., in room 160-S, Centre Block, the chair, the Honourable Lillian Eva Dyck, presiding.
Members of the committee present: The Honourable Senators Dyck, Enverga, Lovelace Nicholas, Moore, Oh, Patterson, Raine and Tannas (8).
In attendance: Brittany Collier and Alexandre Lavoie, Analysts, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Thursday, February 18, 2016, the committee continued its study on best practices and on-going challenges relating to housing in First Nation and Inuit communities in Nunavut, Nunavik, Nunatsiavut and the Northwest Territories. (For complete text of the order of reference, see proceedings of the committee, Issue No. 3.)

The chair made a statement.
Ms. Mitchell and Mr. Lampe each made a statement and, together with Mr. Anderson and Ms. Pain, answered questions.

At 10:43 a.m., the committee suspended.
At 10:45 a.m., the committee, pursuant to rule 12-16(1)(d), resumed in camera to consider a draft report.
Pursuant to the order of reference adopted by the Senate on Tuesday, February 2, 2016, the committee continued its study on the federal government's constitutional, treaty, political and legal responsibilities to First Nations, Inuit and Metis peoples. (For the complete text of the order of reference, see proceedings of the committee, Issue No. 2.)
It was agreed that senators' staff be permitted to remain in the room during the in camera portion of the meeting.
It was agreed, that the committee allow the transcription of the in camera portions of today's meeting, that one copy be kept in the office of the clerk of the committee for consultation by committee members present or by the committee analysts; and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.
After discussion, it was agreed that the draft report (as amended) be adopted, and that the Subcommittee on Agenda and Procedure be authorized to make necessary editorial revisions and approve the final text, taking into consideration this meeting's discussions, before tabling in the Senate.
At 11:07 a.m., the committee adjourned to the call of the chair.
