The Standing Senate Committee on Aboriginal Peoples met this day at 9 a.m., in room 160-S, Centre Block, the chair, the Honourable Lillian Eva Dyck, presiding.

Members of the committee present: The Honourable Senators Doyle, Dyck, Gold, McPhedran, Pate, Patterson, Raine, Sinclair and Tannas (9).

In attendance: Sara Fryer, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, December 7, 2017, the committee began its consideration of Bill C-61, An Act to give effect to the Anishinabek Nation Education Agreement and to make consequential amendments to other Acts.

WITNESSES:

Indigenous and Northern Affairs Canada:

Perry Billingsley, Asssociate Assistant Deputy Minister, Treaties and Aboriginal Government;

Blake McLaughlin, Senior Director, Treaties and Aboriginal Government;

Murray Pridham, Senior Negotiator, Treaties and Aboriginal Government.

Department of Justice Canada:

Peter Coon, Legal Counsel.

Anishinabek Nation:

Glen Hare, Deputy Grand Chief.

Kinoomaadziwin Education Body:

Kelly Crawford, Director, Anishinabek Education System.

Chippewas of Rama First Nation:

Evelyn Ball, Education Body Board Director.

Biigtigong Nishnaabeg First Nation:

Lisa Michano-Courchene, Education Body Board Director.

Anishinabek Nation:

Tracey O'Donnell, Anishinabek Education Negotiator.

The chair made a statement.

Mr. Billingsley, Mr. McLaughlin, Mr. Pridham, and Mr. Coon made statements and answered questions.

At 9:38 a.m., the committee suspended.

At 9:44 a.m., the committee resumed.

Mr. Hare, Ms. Crawford, Ms. Ball, Ms. Michano-Courchene, and Ms. O'Donnell made statements and answered questions.

At 10:39 a.m., the committee suspended.

At 10:45 a.m., the committee resumed.

The chair made a statement.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-61.

It was agreed, with leave, that the committee group clauses 1 to 20.

It was agreed that clauses 1-20 carry.

It was agreed that the bill carry.

It was agreed that the chair report Bill C-61 to the Senate at the earliest opportunity.

At 11:30 a.m., the committee adjourned to the call of the chair.
