The Special Senate Committee on the Arctic met this day at 9:03 a.m., in room B30, Senate of Canada Building, the chair, the Honourable Dennis Glen Patterson, presiding.

Members of the committee present: The Honourable Senators Anderson, Bovey, Coyle, Eaton and Patterson (5).

In attendance: Sara Fryer and Thai Nguyen, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official stenographers of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, September 27, 2017, the committee continued its study of the significant and rapid changes to the Arctic, and impacts on original inhabitants. (For complete text of the order of reference, see proceedings of the committee, Issue No.1.)

WITNESSES:

International Union for Circumpolar Health:

Mikhail Voevoda, President and Professor of Medicine, Institute of Internal Medicine of Siberian Branch of Russian Academy of Medical Science (by video conference);

Anders Koch, Past President and Professor, Ilisimatusarfik, University of Greenland (by video conference).

Agnico Eagle Mines Limited:

Patrice Gilbert, Vice President, Health Safety and Community.

Oceans North:

Christopher Debicki, Vice President, Policy Development and Counsel.

Qikiqtani Inuit Association:

Sandra Kunuk Inutiq, Chief Negotiator, Tallurutiup Imanga Inuit Impact Benefit Agreement.

As individuals:

Jennifer Provencher, Liber Ero Post-Doctoral Fellow;

Lotfollah (Lot) Shafai, Distinguished Professor Emeritus, Department of Electrical and Computer Engineering, University of Manitoba.

The chair made a statement.

At 10 a.m., the committee suspended.

At 10:05 a.m., the committee resumed.

At 11:02 a.m., the committee suspended.

At 11:07 a.m., the committee resumed.

Mr. Shafai and Ms. Provencher made statements and answered questions.

At 12:02 p.m., the committee adjourned to the call of the chair.
