The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 5:40 p.m., in room 257, East Block, the deputy chair, the Honourable Paul J. Massicotte, presiding.

Members of the committee present: The Honourable Senators Johnson, MacDonald, Massicotte, Mockler, Patterson, Ringuette and Seidman (7).

In attendance: Sam Banks and Marc LeBlanc, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 10, 2016, the committee continued its study on the effects of transitioning to a low carbon economy. (For complete text of the order of reference, see proceedings of the committee, Issue No. 4.)

WITNESSES:

As an individual:

Andrew Leach, Associate Professor, Alberta School of Business, University of Alberta (by video conference);

Mike Cleland, Senior Fellow, University of Ottawa.

HEC Montréal:

Pierre-Olivier Pineau, Professor, Chair in Energy Sector Management (by video conference).

The deputy chair made a statement.

Mr. Cleland made a statement.

Mr. Leach made a statement.

Mr. Pineau made a statement and, together with Mr. Cleland and Mr. Leach, answered questions.

At 7:02 p.m., the committee adjourned to the call of the chair.
