The Standing Senate Committee on Energy, the Environment and Natural Resources met in camera today at 9:05 a.m., in room 257, East Block, the chair, the Honourable Richard Neufeld, presiding.

Members of the committee present: The Honourable Senators Black, Fraser, Galvez, Griffin, Lang, MacDonald, Massicotte, Meredith, Neufeld, Seidman and Wetston (11).

In attendance: Sam Banks and Marc LeBlanc, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, March 10, 2016, the committee continued its study on the effects of transitioning to a low carbon economy. (For complete text of the order of reference, see proceedings of the committee, Issue No. 4.)

Pursuant to rule 12-16(1)(d), the committee studied a draft report.

It was agreed:

That the committee allow the recording of the in camera parts of the meeting, that a copy be kept at the office of the clerk for consultation by the members of the committee present, and that a copy be kept for committee analysts;

That they be destroyed by the clerk when the Subcommittee on Agenda and Procedure authorizes her to do so, but at the latest at the end of the parliamentary session.

It was agreed:

That the draft report as amended be adopted;

That the Subcommittee on Agenda and Procedure be authorized to approve the final version of the report, taking into account today's discussions, while making any needed changes to either form, grammar or translation.

It was agreed:

That the chair be authorized to ask for leave of the Senate to table the report with the Clerk of the Senate if the Senate is not sitting at that time.

At 9:54 a.m., the committee adjourned to the call of the chair.
