The Standing Senate Committee on Energy, the Environment and Natural Resources met in camera this day at 7:56 p.m., in room 257, East Block, the chair, the Honourable Rosa Galvez, presiding.

Members of the committee present: The Honourable Senators Dupuis, Galvez, MacDonald and Neufeld (4).

In attendance: Marc LeBlanc, Sam Banks and Jesse Good, Analysts, Parliamentary Information and Research Service, Library of Parliament; Corey Larocque, Writer, Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 10, 2016, the committee continued its study on the effects of transitioning to a low carbon economy. (For complete text of the order of reference, see proceedings of the committee, Issue No. 4.)

Pursuant to rule 12-16(1)(d), the committee considered a draft report in camera.

It was agreed:

That the committee allow transcription of the in camera meeting, that a copy be kept by the committee clerk for consultation by the committee members present or by the committee analysts;

That it be destroyed by the clerk when the Subcommittee on Agenda and Procedure so authorizes, but no later than the end of the parliamentary session.

It was agreed:

That the draft report, as amended, be concurred;

That the Subcommittee on Agenda and Procedure be empowered to approve the final version of the report, taking into consideration this meeting's discussions, and with any necessary editorial, grammatical and translation changes required.

It was agreed:

That the chair be authorized to request the Senate's permission to present the report to the Clerk of the Senate in the event that the Senate is not in session at that time.

At 8:13 p.m., the committee adjourned to the call of the chair.
