The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 7:07 p.m., in room C128, Senate of Canada Building, the chair, the Honourable Rosa Galvez, presiding.
Members of the committee present: The Honourable Senators Carignan, P.C., Cordy, Galvez, LaBoucane-Benson, MacDonald, Massicotte, McCallum, Mitchell, Mockler, Neufeld, Patterson, Richards, Seidman, Simons and Woo (15).
Other senators present: The Honourable Senators Black (Alberta), McCoy, Tkachuk and Wetston (4).
In attendance: Sam Banks and Jesse Good, Analysts, Parliamentary Information and Research Service, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, December 12, 2018, the committee continued its study of Bill C-69, An Act to enact the Impact Assessment Act and the Canadian Energy Regulator Act, to amend the Navigation Protection Act and to make consequential amendments to other Acts. (For complete text of the order of reference, see proceedings of the committee, Issue No. 54.)

Tim McMillan, President and Chief Executive Officer;
Shannon Joseph, Vice President, Government Relations.
Mr. McMillan made a statement and, together with Ms. Joseph, answered questions.
At 8:25 p.m., the committee suspended.
At 8:29 p.m., pursuant to rule 12-16(1)(d), the committee proceeded in camera to consider a draft agenda (future business).
It was agreed:
That senators' staff be permitted to remain in the room during the in camera portion of the meeting.
It was agreed:
That the committee allow the transcription of the in camera portions of the meeting, that one copy be kept by the clerk for consultation by senators present or by the committee analysts; and
That the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.
It was agreed:
That the regular time slots of the committee be extended by one hour, until the end of its study of Bill C-69.
It was agreed:
That the Subcommittee on Agenda and Procedure may authorize additional meetings on Monday evenings, but only in weeks when the Senate is sitting, until the end of its study of Bill C-69.
It was proposed that the Subcommittee on Agenda and Procedure be responsible for developing a detailed travel plan and that the plan be presented to the committee at the meeting on Tuesday, February 26, 2019.
The question being put on the motion, it was adopted by a show of hands.
At 9 p.m., the committee adjourned to the call of the chair.
