The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:34 a.m., in room 257, East Block, the chair, the Honourable Serge Joyal, P.C., presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Carignan, P.C., Dupuis, Gold, Jaffer, Joyal, P.C., Maltais, McIntyre, Pate, Pratte and Tkachuk (12).

In attendance: Julian Walker and Maxime Charron-Tousignant, Analysts, Parliamentary Information and Research Services, Library of Parliament; Chantale Lamarche, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, December 14, 2017, the committee continued its examination of Bill C-46, An Act to amend the Criminal Code (offences relating to conveyances) and to make consequential amendments to other Acts. (For complete text of the order of reference, see proceedings of the committee, Issue No. 34.)

WITNESSES:

Royal Canadian Mounted Police:

Wade Oldford, Chief Superintendent and Director General, National Forensic Laboratory Services;

Gillian Sayer, Toxicology Scientific Officer.

Transportation Safety Board of Canada:

Kathleen Fox, Chair;

Jean L. Laporte, Chief Operating Officer.

Cognitive Research Corporation:

Gary G. Kay, President, Associate Professor of Neurology, Georgetown University School of Medecine.

Altasciences Clinical Research:

Graham Wood, Chief Research and Development Officer.

The chair made a statement.

Chief Superintendent Oldford made a statement and, together with Ms. Sayer, answered questions.

At 10:10 a.m., the Honourable Senator Maltais replaced the Honourable Senator Tkachuk.

At 11:11 a.m., the committee suspended.

At 11:13 a.m., the committee resumed.

At 11:13 a.m., the Honourable Senator Tkachuk replaced the Honourable Senator Carignan, P.C.

Ms. Fox made a statement and answered questions.

At 11:38 a.m., the committee suspended.

At 11:40 a.m., the committee resumed.

Mr. Kay and Mr. Wood each made a statement and answered questions.

At 12:36 p.m., the committee adjourned to the call of the chair.
