The Standing Senate Committee on Human Rights met this day at 11:48 a.m., in room 9, Victoria Building, the chair, the Honourable Wanda Elaine Thomas Bernard, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Bernard, Cordy, Cormier, Hartling, Martin, Ngo and Pate (9).

In attendance: Jean-Philippe Duguay and Erin Shaw, Analysts, Parliamentary Information and Research Services; Síofra McAllister, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 27, 2018, the committee continued its examination of Bill C-66, An Act to establish a procedure for expunging certain historically unjust convictions and to make related amendments to other Acts. (For complete text of the order of reference, see proceedings of the committee, Issue No. 27.)

The chair made a statement.

The committee held a moment of silence for the sudden passing of Member of Parliament Gordon Brown.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-66, An Act to establish a procedure for expunging certain historically unjust convictions and to make related amendments to the other Acts.

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed.

It was agreed that the short title stand postponed.

With leave and pursuant to rule 12-20(3), it was agreed that the committee group clauses according to the parts described in the table of provisions of the bill.

It was agreed that clause 2 carry.

It was agreed that clauses 3 and 4 carry.

It was agreed that clauses 5 and 6 carry.

It was agreed that clauses 7 to 12 carry.

It was agreed that clauses 13 to 15 carry.

It was agreed that clauses 16 to 21 carry.

It was agreed that clause 22 carry.

It was agreed that clause 23 carry.

It was agreed that clause 24 carry.

It was agreed that clauses 25 and 26 carry.

It was agreed that clauses 27 to 30 carry.

It was agreed that the schedule carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the preamble carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that observations be appended to the committee's report on the bill.

At 11:55 a.m., the committee suspended.

At 11:57 a.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider observations to the bill.

It was agreed that senators' staff be permitted to remain in the room during the in camera portion of the meeting.

It was agreed that the committee allow the transcription of the in camera portion of today's meeting, that one copy be kept with the clerk of the committee for consultation by committee members or staff present, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of the parliamentary session.

It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the observations being appended to the report taking into consideration today's discussion and with any necessary editorial, grammatical or translation changes as required.

It was agreed that the chair report the bill without amendment, but with observations, to the Senate.

At 12:52 p.m., the committee adjourned to the call of the chair.
