The Standing Senate Committee on National Security and Defence met in camera this day at 2:35 p.m., in room 2, Victoria Building, the chair, the Honourable Gwen Boniface, presiding.
Members of the committee present: The Honourable Senators Boniface, Dagenais, Griffin, McIntyre, McPhedran, Oh and Richards (7).
In attendance: Constance Naud-Arcand and Christina Yeung, Analysts, Parliamentary Information and Research Services, Library of Parliament; Stav Nikta, Communications Officer, Senate Communications Directorate.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, January 26, 2016, the committee continued its examination on Canada's national security and defence policies, practices, circumstances and capabilities. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.) (Topic: Study on Cannabis Use for Medical Purposes by Canadian Veterans)
Pursuant to the motion adopted by the Senate on Friday, October 19, 2018 that, notwithstanding rule 12-15(2), the Standing Senate Committee on National Security and Defence be empowered to hold occasional meetings in camera for the purpose of hearing witnesses and gathering specialized or sensitive information in relation to its study, the committee met in camera.

The chair made a statement.
It was moved that the committee allow the transcription of today's in camera meeting, that one copy be kept in the office of the clerk of the committee for consultation by committee members (present) and the committee analysts, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure but no later than at the end of this parliamentary session.
The question being put on the motion, it was adopted.
Witnesses A, B and C each made a statement and, together with Witness D, answered questions.
At 3:58 p.m., the committee suspended.
At 4:04 p.m., the committee resumed to consider future business.
At 4:14 p.m., the committee adjourned to the call of the chair.
