The Standing Senate Committee on Transport and Communications met this day at 9:30 a.m., in room 2, Victoria Building, the chair, the Honourable David Tkachuk, presiding.
Members of the committee present: The Honourable Senators Batters, Boisvenu, Bovey, Cormier, Dawson, Gagné, Galvez, Griffin, MacDonald, Manning, Mercer, Plett and Tkachuk (13).
In attendance: Jed Chong and Zackery Shaver, Analysts, Parliamentary Information and Research Services, Library of Parliament; and Ben Silverman, Communications Officer, Senate Communications Directorate.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, October 31, 2017, the committee continued its study on emerging issues related to its mandate and ministerial mandate letters. (For complete text of the order of reference, see proceedings of the committee, Issue No. 33.)

April Lindgren, Professor, School of Journalism, Ryerson University (by video conference).
The chair made a statement.
Ms. Lindgren made a statement and answered questions.
At 10:22 a.m., the committee suspended.
At 10:24 a.m., the committee, pursuant to rule 12-16(1)(d), resumed in camera to consider a draft agenda (future business).
It was agreed:
That the Subcommittee on Agenda and Procedure be empowered to:
Adopt and approve the final version of the interim report relating to its study on emerging issues related to its mandate and ministerial mandate letters, taking into consideration this meeting's discussions, including, if needed, the content, the recommendations, the preface and the report design, with any necessary editorial, grammatical and translation changes required;
Make decisions on behalf of the committee to publicize the report with support of the Senate Communications Directorate.
It was agreed:
That the chair seek permission in the Senate to deposit the interim report with the Clerk of the Senate if the Senate is not then sitting.
At 10:33 a.m., the Honourable Senator Batters replaced the Honourable Plett as a member of the committee.
It was agreed:
That the chair be authorized to seek authority from the Senate for an order of reference regarding the modernization of Canadian communications legislation;
That the Subcommittee on Agenda and Procedure be empowered to draft and approve the final version of the order of reference, taking into consideration this meeting's discussions, with any necessary editorial, grammatical, translation and content changes required.
At 10:34 a.m., the committee adjourned to the call of the chair.
